Duties and responsibilities of office bearers of Shakha (Branch) of the
Gujarati Vikas Manch.
a)
Duties and
responsibilities of the
President and executives of the
Shakha (Branch):
1)
Every
Shakha President is supposed to open Gujarati Vikas Manch
Shakha (Branch) in Mumbai, out-side Mumbai or abroad with
the kind permission of life (founder) President Jasmin Shah.
2)
Shakha
Pramukh (Branch President) will be appointed by founder
President Jasmin Shah or office beavers of the central Board
of trusses and he will be abide by their decision.
3)
Shakha
Pramukh (Branch President) is authorized to appoint Shakha
executive according to his wish but he will have to inform
and take into confidence founder President Jasmin Shah about
it.
4)
Shakha
Pramukh (Branch President) is authorized to change any of
the office bearers of the Shakha but will have to keep
informed founder President Jasmin Shah about it, and take
written permission.
5)
Shakha
Pramukh (Branch President) and other executives of the
Shakha will take oath of the office in Presence of founder
President Jasmin Shah and minimum two trustees.
6)
Shakha
Pramukh (Branch President), Shakha executive and Shakha
member, all have to take oath compulsorily and the draft of
the oath will be decided by the founder president or central
board of the trust.
7)
If the
founder President Jasmin Shah or any office bearer summons
any Shakha Pramukh (Branch President) for consultation he is
bound to be present before the president.
8)
Founder
President Jasmin Shah or office bearer of the central
executive board has powers to suspend any Shakha Pramukh
(Branch President) without giving any reason for the
suspension.
9)
Shakha
executive committee will have seven members and Shakha
Pramukh will select them but he will inform and take written
permission from founder president Jasmin Shah for it.
10)
Founder
President Jasmin Shah or any member of the central board of
the Gujarati Vikas Manch will have powers to suspend any
Shakha Pramukh or any executive of Shakha and in that case
Shakha Pramukh will have no right to interfere into it.
11)
Shakha
Pramukh will accept membership fee of Rs. 1000 /- (One
Thousand only) and entrance fee of Rs. 250 from new member.
12)
Shakha
Pramukh will collect membership form central office of the
Gujarati Vikas Manch. He only will have stamp of the Shakha
on the form.
13)
Every
Shakha Pramukh will have to accept entrance fee of Rs. 250
from a new member on behalf of the central committee and
send the same amount to central committee. Then only the
member ship will be accepted by the central committee.
14)
Initially
arrangement for the office of the Shakha will have to be
done by the Shakha Pramukh. Address and other details of the
Shakha office will have to be sent to central office by
Shakha Pramukh.
15)
If and when
Shakha Pramukh changes the office of the Shakha to a new
address he will have to inform founder president Jasmin Shah
or executive member of the central Board in advance.
16)
Shakha
Pramukh will have to show 10 to 12 Gujarati Drama and 4 to 6
Gujarati film. On Holi and Diwali Shakha Pramukh will
arrange get-to-gather in which lunch or dinner will have to
be serve.
17)
Shakha
Pramukh will have no powers to arrange any program on his
own. He has to take prior permission for the same.
18)
Selection
of Gujarati Plays film & other cultural program will be done
by founder president or three trustees where as booking
of theatres will have to be done by Shakha Pramukh (Branch
President).
19)
Central
body of the Gujarati Vikas Manch or the founder President
will decide about the price of the drama or films or any
other cultural Programme and when get-to-gather with lunch
or dinner is to be held, President will decide about the
amount to be paid to the caterer but actual payment will
have to be done by Shakha Pramukh.
20)
If the
Shakha Pramukh fails to pay the producer on caterer, central
board of trustee or founder President will not be
responsible for the action of the Shakha Pramukh.
21)
Shakha
Pramukh is not authorized to arrange any programme according
to his own wish and still if he arrange any such programme
President is authorized to cancel it.
22)
Shakha
Pramukh & treasurer of the Shakha will be responsible for
the maintenance of the account they will have to audit-it
and send it to office bearers of the central Board or
founder President.
23)
Founder
President and central board of trustees are authorized to
send their auditor to the Shakha office to check and verify
the account, Shakha president is bond to show the account to
him. If Shakha Pramukh fails to do so, strict action will be
taken against him.
24)
At the
completion of the year if the audited financial report of
any Shakha shows any lose, the lose will be adjusted by
central board and the same amount of the money will be
transferred into that particular Shakha Account.
25)
Auditor
will be appointed by central board. Either by founder
president Jasmin Shah or if founder president permits Shakha
Pramukh himself will appoint auditor.
26)
Shakha
Pramukh will have to maintain minute book of each and every
meeting of his Shakha. Founder president or central board
members has authority to check the minute book.
27)
Shakha
Pramukh will not deny any Gujarati Person from being member
of (any) Shakha, but if there is any valid reason according
to him, he will have to take founder president into
confidence and founder president will take a final decision
in this regard. If founder president or any trustee
recommends any Gujarati person for Shakha membership then
Shakha Pramukh is bound to offer that particular person a
membership.
28)
Gujarati
Vikas Manch (Trust) founder president or trustees have right
to interfere in any decision of any Shakha Pramukh. Majority
trustee decision can suspend any Shakha executive committee.
29)
Gujarati
Vikas Manch trustee board will decide about the fee
structure every year. Shakha Pramukh will have no right to
counter the decision.
30)
Shakha
Pramukh will take only 1100 (One thousand one hundred)
member in his Shakha. That is the limit, but if he receives
more than 1100 applications then, he can open another Shakha
(or ‘B’ Shakha). That Shakha also will work under the same
Shakha Pramukh and same Executive Committee.
31)
On such
instance Shakha Pramukh will have to take prior permission
of the founder president Jasmin Shah or office bearers of
the Central Board.
32)
If Shakha
Pramukh, executive member of any Shakha or general members
have any complain against any trustee or any other member or
office bearer of any Shakha he will have to take prior
permission of founder president or Central Board to lodge
such complain.
33)
If any
Shakha Pramukh is suspended than within 24 hours of his
suspension he will have to submit all cheque books,
documents, computer etc. under his possession to Central
Board of the trust. If any Shakha Pramukh fails to complain
with this condition, harsh action will be taken against the
Pramukh.
34)
Every
Shakha Pramukh will pay Shakha dues with cheques. In any
case Shakha treasurer will not spend more then Rs. 2500/- by
cash at a time. Voucher will have to be prepare for every
rupee spends and Shakha Pramukh has to sign the voucher.
35)
After
completion of every program of Shakha, Shakha Pramukh and
all the members present will raise their hands and chant
‘Jay Jay Garvi Gujarati’ three times.
9)
Membership:
a)
Gujarati
Vikas Manch trustees will be called founder members of the
trust. They will be life members of the trust. After death
of the trustee his heir will automatically become trustee
(Life member).
b)
With the
permission of Central Board of trustees and according to
their decision Shakhas of the Gujarati Vikas Manch can be
opened at Mumbai, New Mumbai or even out side Mumbai.
c)
Central
Board of Trustees will decide about the president,
Vice-President and other office bearers of the various
Shakhas. Before that prior permission of founder trustee
Jasmin Shah is must.
d)
Every
Shakha will have 1100 members. If applications are more then
1100 another Shakha in the same vicinity can be opened.
Every member of any Shakha will be called General member.
Executed officers of Shakhas also will be General members.
e)
Any
Gujarati person of more then 18 years of age, after paying
membership fee can become member of Gujarati Vikas Manch. He
will be a General member. After paying membership fee and
entry fee he will become member for only one year.
f)
Any
application for membership of Gujarati Vikas Manch will have
to be considered by executive committee of the relevant
Shakha. Committee will have power to accept it or reject it,
but for any such decision permission from founder member or
Central board is must. Shakha on it’s own will not decided
about the rejection of the application without any valid
reason. No Gujarati will be deny membership of Gujarati
Vikas Manch.
g)
If Shakha
executive committee fills that particular member’s behavior
is unruly or anti social or not desirable, committee can
suspend the member for limited time. If executive committee
thinks it proper then, that particular member can be
expelled permanently. But before taking any such decision
they will have to take permission from founder president
Jasmin Shah. Shakha Pramukh or executive committee will not
take any such decision on it’s own.
